Job Title : Manager, Professional Practice, H&CC Education  

                  and Infection Control

Reports to:       Director, Patient Services

 

Position Summary:

The Manager, Professional Practice, infection control and Home and Community Care Education is accountable for leading the planning, development and execution of the Waterloo Wellington WWLHIN’s professional practice, infection control and education strategy in support of the delivery of outstanding care and service reflective of our organization’s values.

 

The position will assist the organization in strengthening the skills and abilities of staff to support our mandate in providing Patient and Family Centred Care and will take the lead in developing a positive practice environment for all front line staff. The position will develop and introduce an interprofessional practice committee where occasions to bring different clinicians and disciplines together will enhance the development of professional practice opportunities.

 

Responsibilities will include; fostering a climate for the use of best practice and evidence based activities for all staff, hold a cross programmatic view in planning education to meet professional standards by ensuring staff engagement, change facilitation and coordination of educational activities. The successful candidate will serve as a leader, mentor and role model for infection prevention and control with WWLHIN staff including the accountability for the implementation of infection control policy and procedures within WWLHIN.

 

Patient Services Manager is responsible for the quality of patient services carried out through the supervision of any assigned front line staff.

Major Responsibilities

  • Leads and manages the implementation of a professional practice framework within WWLHIN which supports the provision of effective care coordination and an enhanced approach to quality of care through in the context of our relationship with contracted service providers.

  • Leads and manages the implementation of an infection control framework within WWLHIN which supports the provision of effective care coordination, and quality care with contracted service providers

  • A key resource to Patient Services Managers, Clinical Services teams and Service Providers in the implementation of best, leading and evidence-based practices into daily patient care.

  • Supports the organization in demonstrating a robust commitment to excellence in professional practice, building on the strengths of patient and family centred care

  • Researches to identify discrepancies between current care practices and evidence based practice and leads implementation of evidence based care to ensure changes are made to meet optimal patient outcomes within fiscal restraints

  • Ensures professional practice and standards (i.e. College of Nurses/PT of Ontario and COTO etc.) are met and maintained by assessing, identifying and taking action to close issues related to professional competence; providing input concerning the clinical practice component for performance management and contributing  to the development, coordination, provision and maintenance of orientation of new employees and students

  • Monitors and assesses clinical practice based on professional standards (i.e. College of Nurses/PT of Ontario and COTO etc.), WWLHIN policies, procedures, standards of care and develops learning plans/opportunities

  • Through the direct supervision of Professional Practice Educators and collaboration with Patient Service Managers works to support performance management when Care Coordinators are not meeting expectations

  • Supports the development and implementation of an enhanced approach to inter-professional education and the establishment of an inter-professional team approach to care.

     

Education

  • Baccalaureate degree from a recognized university in nursing and current registration with the Ontario College of Nurses. Masters preferred.

     

Required Experience

  • A minimum of 5 years managerial experience with demonstrated ability in effective leadership and use of interpersonal skills

  • Experience in the development, implementation and monitoring of professional practices models, with a strong clinical and administrative background to support decisions

  • Knowledge of applicable legislation and regulations governing professional practice and health care delivery

  • Possess strong critical thinking skills with a positive solution focus, experience in a unionized healthcare and community care environment is an asset

  • Excellent listening skills and an adaptive style of managing

  • Excellent written and oral communication skills. Proficiency in French language is an asset

  • Must have demonstrated competency in the use of computer software systems particularly the use of Microsoft Office suite         

Safe Working Environment

  • Through own work, and the management of others, ensures that the WW WWLHIN consistently operates a safe working environment, wherever work is undertaken

  • Follows all safe work practices and procedures and immediately communicates and mitigates any activity or action which may constitute a risk to client or staff safety

  • This includes identification, development and participation in training and education

 

Program and Operational Leadership

  • Collaborates with Patient Services Managers, Patient Services teams and Service Providers in the identification, discussion, change and evaluation of practice issues.

  • Works with Patient Services Managers, and Organizational Development team to ensure best/leading and evidence based practices are built into staff learning and development activities.

  • Monitors current legislation and professional standards and guidelines for compliance and collaborates with appropriate individuals and departments to address shortfalls and/or anticipated implications

  • In collaboration with system partners, plans and implements infection control updates/education

  • Monitors performance metrics, reports variances and implements improvements to meet service standards.

  • Monitors and manages resources as required according to established guidelines and WWLHIN priorities.

  • Contributes to the development of the annual business plan, quality improvement plan and Home and Community Care operational plan.

  • Manages the implementation and evaluation of new service initiatives using WWLHIN principles of change management

  • Participates and may facilitate working groups and focus groups to support system efficiency, integrated service delivery and best practice

  • Represents the WWLHIN on local and provincial initiatives

  • Participates in community events, including formal presentations, to promote WWLHIN objectives, activities, programs and services

 

People Leadership


  • Provides leadership and mentorship for a wide range of multi-disciplinary team members and health care providers across the health care system within the WWLHIN.

  • Works collaboratively with HR/OD in the design and delivery of education, training and performance management.

  • Supervises, teaches, mentors, coaches and evaluates the performance of staff based on specific performance standards and program objectives.

  • Collaborates with leadership team and acts as a change agent playing a key role to ensure best practices and associated education is put into place

  • Supervises all staff in respect to inter-professional practice and training to ensure the practitioner has the requisite knowledge, skill and judgment.

  • Develops patient services policies, procedures and processes related to professional practice and infection control.

  • Promotes growth and development and a continuous learning culture.

  • Acts as a daily resource for managers and directors in leading and ensuring professional practice and educational opportunities are provided

  • Other duties as assigned

  • Makes independent decision with respect to issues related to patients, multi-disciplinary team members, experts and other health care providers


Impact

 

  • Provides advice, programs and recommendations that have the potential to have a significant adverse impact at the organization level

  • Decisions may have direct impact on the delivery of quality Patient service and may affect the public perception of the WWLHIN

  • Significant experience in diverse and unionized community health care environments

  • Though the combination of people and operational leadership, the Manager, Patient Services has a direct impact at both the individual Patient service level, group of Patients and/or at a program/service level

  • The Manager is responsible for the identification of issues, large and small, and to develop practical and impactful solutions ensuring quality of services

 

 

Management of Human Resources

 

  • The Manager, Professional Practice is responsible for direct reports.  Responsibilities include workforce planning, hiring of resources, performance management and career/job coaching

  • Responsibilities cover the range of human resources for participation in hiring through to performance management (career planning, mentoring, poor performance, etc.)

 

 

Mental Effort and Concentration

 

  • Job requirements include attention to detail in review and preparation of documents / spreadsheets (on computer) as well as listening during discussions, interviews and consultations

  • The Manager is often attending to phone calls from staff while at off-site locations, and multitasking is an on-going part of the job

 

 

Physical Effort

 

  • There is no significant physical effort associated with this role

  • The role does spend significant time using a computer requiring fine motor skills for key boarding

  • There is a requirement for driving between locations

     

Working Conditions

 

  • The job is performed in an office environment and occasionally in patient’s home or hospital location

  • Requirement for travel to off-site locations within and outside the local geography, on call by rotation, and overtime.
